Reviewing goods only when the entry is filed is too late — the declaration carries no value chain and no persistent product identity, so the same goods are reviewed from scratch every time. Altana moves the work upstream: importers pre-validate products before they ship, the passport ID is filed on the customs entry, and at review the entry becomes a simple look-up of pre-validation status — a record-keeping event against a determination that has already been made, not a full investigation.
