The trade mechanics stack: HS code plus country of origin plus applicable program (MFN, FTA, Section 232) plus customs value combine into a duty outcome.

HS classification and country of origin are the joint key — together they determine which FTAs and special programs apply, what duty rate is charged, what screening rules trigger, and what trade-remedy regimes (antidumping, countervailing, IEEPA) come into play.
